the achievements of Governor Emmanuel Uduaghan and also create the enabling
environment for all Deltans to succeed.

                Obuh
who thanked prominent Deltans, elders leaders, men, women and youths for
honouring him with their presence said, “we are here because we share a common
goal on how to grow our state and its people and ensure equitable development
of all the component parts of the state. Since its creation in 1991, this state
has witnessed various forms of government and managed through various
development strategies. Outside the eras of military governments, we have
witnessed a number of developments made possible by our political leaders
includin,  His Excellencies, Governor
Felix Ibru,  James Ibori and Dr. Emmanuel
Eweta Uduaghan. As we speak today, we have witnessed giant strides in
infrastructural development which are aimed at opening up our state and
creating further opportunities for economic growth and development. Taking
stock of our recent past, we must commend our leaders for the level of peace
and stability that we enjoy and for embarking on a number of life transforming
projects including Asaba International Airport, Ughelli-Asaba Dual carriage
way, koko-Ugbenu Dual  carriage way,
Warri Industrial  Business Park, road and
bridges, model and modern primary and secondary schools, health facilities and
hospitals and other programmes in Tourism, Agric, Commerce, Sports, etc,
anchored on our philosophy of Delta
Beyond Oil”.

                “A
lot has been done, and yet a lot still remains to be done from what we have
today, especially drawing from the lessons of Delta Beyond Oil, we have windows
of endless possibilities and opportunities. While commending the successes
recorded by the previous administrations, I wish to affirm the need to sustain,
consolidate and expand on the gains they recorded. This need becomes pertinent
as the life of the present government draws to a close by May, 2015 with
associated need to transit by May. I have served Delta State through the civil
service for thirty-two years and voluntarily retired as Permanent Secretary,
Government House and Protocol. As expected, the exposure I got in service was
considerable. I have been part of governance and the democratic imperatives of
how a government is run successfully. As I stand here today, I am ready to
serve in a more challenging capacity to impact on the lives of the people of
Delta State. In the last few months, we have consulted widely across the state,
received prayers, we have received thousands of telephone calls and text
messages, including personal visitations from all segments of our society
asking me to come to contest for the post of the governor of our dear Delta
State”.

                “I
can assure you that after my consultations, it is very clear that Deltans of
all socio-economic, religion and ethnic background want me to partner with them
to move our dear state forward. I am presenting myself as the right person to
lead Delta State come 2015 as I will bring to bear exemplary leaderships and
ensure that democratic governance prevails in the state. I am the best man for
the job. I would offer strategic leadership which would lift the state to a
higher level of advancement and development I am passionate about wealth
creation for our people and economic development. Above all, I am passionate
about the well-being of our people. I wish to humbly inform you that we will
pursue our policies and programmes with renewed vigour, deep sense of
responsibility and deliver proactively to every nook and cranny of the state. Towards
this end, a bottom-up approach that guarantees responsiveness to the yeaning of
the populace will be adopted which is the hallmark of good governance and
leadership. Our government will establish good and qualitative leadership that
is characterized by friendly policies, people oriented projects, accelerated
commerce through micro finance loans, rural development, job creation, opening
of new roads in the rural areas, rebuild and rehabilitate schools to enhance
educational development, respect for the work-force and job security for public
servants. We will continue to ensure the security of lives and property of
people at all times with adherence to the principles of the rule of law,
thereby, ensuring equity, justice and fair play. It has become apparent that we
cannot continue to rely on statutory allocations from the federation account.
We believe that the state can realize huge revenue receipts from internally
generated revenue, which is the backbone for the substenace of the economic and
infrastructural development of contemporary societies like ours. We will
therefore take concrete steps to reinvigorate and energize our internal revenue
generation system. My blueprint on sustainable development of the state is
anchored on my SET agenda, Service, Empowerment and Transformation, which is
all about the core issues of concern to the people of Delta State. Our
policies, programmes and projects would be built around the economic
development strategy of Delta Beyond Oil. Its key elements include the building
of strategic infrastructure to diversify the economy of the state from
oil-dependence to a non-oil dependent economy”.

                Obuh
also promised to boost agriculture, with major emphasis on agro-based
industries, expand the coverage of the micro-credit programme, complete all
ancillary projects at the Asaba Airport to make them functional international
passenger and cargo Airports, free, qualitative and compulsory basic and
secondary education, qualitative healthcare, revenue generation through
tourism, among others.

                He
concluded by saying, “my dear brothers and sisters, I have heard from the
market women. I have listened to the youths. I have spoken with teachers, seen
many public officers and private sector operators. Today, I come to every
Deltan with a message of hope and assurance of a better tomorrow. Good people
of Delta State we must remain undaunted, resolute and determined to stay
together, believing that together we will reposition our great state to the
overall joy and benefit of all”.

                “Inevitably
some people might feel offended in our desire to make life better for the
populace or in pursuit of equity and justice. None of our actions are
deliberate or personal. I therefore, seek for your understanding. I call on all
other aspirants, let us all work together to deliver this state to the Peoples
Democratic Party. When we form the next government, we will run an inclusive
government, respect the right of all party members and indeed all
Deltans”.
